No, and be sceptical of any studio that does. Your compliance officer or attorney makes the determination. What the studio guarantees is that the design executes their requirements correctly and doesn’t need to be rebuilt when they mark it up.
Can you handle print production?
The studio coordinates with your printer and supplies press-ready files with correct dielines, bleeds, and separations. If you don’t have a printer, I’ll recommend ones who’ve handled your format before.
